Fukuoka Police take six months to arrest foreign worker suspected of indecent assault

It has been revealed that Fukuoka Police took six months to arrest a foreign worker suspected of indecent assault, despite evidence appearing to be readily available.

The arrest was made in early April by Fukuoka Prefectural Police in connection with an incident that allegedly occurred on a public bus in Fukuoka City in October 2024.

Fukuoka City, the capital of Fukuoka Prefecture, is a major urban center in the Kyushu region of Japan, with a well-established public transportation system including extensive bus networks serving its various wards.

Incidents of alleged assault on public transport are taken seriously by law enforcement to ensure the safety and security of commuters.

A Nepalese national identified as Doubey Sushil Kant, residing in Yufu City, Oita Prefecture, is suspected of grabbing a 23-year-old woman who was seated next to him on a bus traveling from Minami Ward to Chuo Ward in Fukuoka City.

The alleged indecent act occurred at approximately 9:30 p.m. on October 12th, 2024.

Initial investigations indicate that Doubey and the woman were not acquainted prior to boarding the bus.

They reportedly boarded the vehicle from the same bus stop, and Doubey subsequently chose to sit in the seat adjacent to the woman.

The alleged incident came to the attention of law enforcement the following day, October 13th, 2024, when the 23-year-old woman contacted the police to report the incident.

Following her report, police launched an investigation into the allegations.

Fukuoka Prefectural Police have not yet commented on why it has taken so long to make an arrest after the incident was reported to them nearly six months ago.

The authorities were able to identify Doubey’s alleged involvement in the crime through the review of security camera footage obtained from the bus.

During questioning by the police, the suspect has denied the allegations against him.

According to police sources quoted in the Japanese press, Doubey has denied committing any crime, stating: “I was drunk so I can’t remember clearly, but I didn’t commit any indecent acts”.

Despite his denial, based on the evidence gathered, including the security camera footage, the police proceeded with the arrest.

Indecent assault without consent is a criminal offense in Japan, carrying potential penalties that can include imprisonment or fines, depending on the specific circumstances of the case.

The investigation into this incident is ongoing, and authorities will likely gather further evidence and testimony to ascertain the full details of what transpired on the bus.

The fact that the suspect claims to have been intoxicated at the time of the alleged offense may be a factor considered during the legal proceedings but will certainly not absolve him of any consequences of his actions if they are found to be as alleged.
