Save big on Tokyo attractions with new “Tokyo City Pass” sightseeing ticket

Tokyo Metro has begun selling a new city-wide pass that includes admission to some of Tokyo’s top attractions.
The “Tokyo City Pass” launched today, 26th March 2025, and is a sightseeing ticket designed for inbound tourists that bundles together attractive tourist facilities and unique Tokyo experiences.
The pass includes:
- Access to 1 of the following famous Tokyo tourist spots, classed as “selectable spots” –
- Tokyo Skytree®
- Tokyo Tower
- ART AQUARIUM Museum Ginza
- Tokyo City View (Roppongi Hills)
- teamLab Planets TOKYO
- Access to unique Tokyo sightseeing spots that are recommended for inbound tourists, such as the incense burning experience at Sensoji Temple and visits to traditional public baths.
- Unlimited use of the Tokyo Subway Ticket (covers both Tokyo Metro and Toei Subway).





This pass, primarily aimed at tourists, combines these three elements into a single package.
For example, using the 3,900 yen one-day pass with the Tokyo Skytree® as your selected spot, the cost breakdown would be a 2,300 yen Tokyo Skytree Tembo Deck admission ticket (holiday rate) and an 800 yen subway ticket.
This leaves 800 yen of the 3,900 pass cost, which is easily covered by the following “free-to-go” spots that are covered by the pass:
- Sensoji Temple – Incense-lighting experience (Normally 200 yen)
- RED° TOKYO TOWER – Digital Amusement Park 1-hour trial admission (Normally 2,300 yen)
- Tokyo Dome City Attractions – Big O Ferris wheel with karaoke (Normally 1,000 yen)
- Kotobuki-yu (Inaricho Station) – Public bath, sauna, towels included (Normally 1,000 yen)

Including the value of all of the “free-to-go” spots, as well as the Tokyo Skytree® and the unlimited use of the Tokyo Metro (valued at 800 yen), the pass would offer 7,600 yen worth of attractions for just 3,900 yen.
It is however unlikely that someone could take in each of these activities in a single day, but fortunately the Tokyo City Pass comes in multiple day varieties as follows:

- Admission to 1 selectable Spots
- Admission to up to 4 Free-to-Go Spots for 1 day
- All Tokyo subway lines can be used 24 hours

- Tokyo City Pass 2-Day Ticket
- 4,800 yen
- Admission to 1 selectable spot
- Admission to up to 4 Free-to-Go Spots for 2 days
- All Tokyo subway lines can be used 48 hours

- Tokyo City Pass 3-Day Ticket
- 5,600 yen
- Admission to 1 selectable spot
- Admission to up to 4 Free-to-Go Spots for 3 days
- All Tokyo subway lines can be used 72 hours
While many city passes exist in major cities worldwide, providing convenient and cost-effective access to tourist facilities, Tokyo previously lacked a representative product.
Tokyo Metro and Linktivity initiated joint development based on their capital and business alliance established in March 2024, and commercialized this product with the support of various tourist facilities.
Following its launch, the pass will be sold through Linktivity’s sales network, which includes over 400 Online Travel Agencies (OTAs) globally and the Chinese super app “WeChat.”
The pass is available for purchase by both Japanese residents and inbound tourists, and is designed to be user friendly for first-time visitors to Tokyo.
The pass also comes in a 1, 2 or 3 day “Plus” version, which offers the same benefits as the standard pass but allows travellers to select 2 of the “selectable spots” from the following 3 option types:
- Tokyo Skytree® Tembo Deck + Tokyo Tower Main Deck (150m)
- Tokyo Tower Main Deck – 150m + Roppongi Hills Tokyo City View
- Tokyo Tower Main Deck – 150m + Art Aquarium Museum GINZA

For tourists visiting Tokyo, the complexities of gathering tourism information, making reservations, purchasing tickets, and navigating transportation can hinder their enjoyment of Tokyo’s attractions.
This pass addresses these issues, offering an unprecedented tourist ticket that allows visitors to experience Tokyo’s diverse attractions with a single purchase.
